tf seeding

I installed tf 2.1 final and it works except for seeding. I chmod downloads directory. I uploaded a  torrent and downloaded the torrent file and it said download okay and then it said start seeding and it has zeros and not uploading. The torrent had a lot of seeders and leechers. I figure the seeding would start soon but it did not start after half an hour. I figured I did not do something I should have, but what?

One more thing I found out. I changed the rerequest time limit to 10 and I did get a little activity in the seeding. But why is the activity so low; with the the torrents I am seeding I believe the uploading should be much more.
